L&rsquo;UE, d\u00e9sireuse de favoriser cette transition, pr\u00e9voit de nouvelles r\u00e9glementations \u00e0 venir.<\/p>\n\n\n\n<p>L&rsquo;un des d\u00e9veloppements les plus importants dans le domaine de la r\u00e9glementation est le R\u00e8glement sur l&rsquo;infrastructure pour les carburants alternatifs (AFIR). L&rsquo;AFIR est un cadre essentiel qui fa\u00e7onnera l&rsquo;avenir des infrastructures de VE \u00e0 travers le continent. Dans cet article de blog, nous explorons l&rsquo;AFIR et ses implications pour les acteurs du secteur de la recharge des VE.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Qu&rsquo;est-ce que l&rsquo;AFIR ?<\/h2>\n\n\n\n<p>Le <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2023\/07\/25\/alternative-fuels-infrastructure-council-adopts-new-law-for-more-recharging-and-refuelling-stations-across-europe\/\">R\u00e8glement sur l&rsquo;infrastructure pour les carburants alternatifs<\/a> (AFIR) <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/PE-25-2023-INIT\/en\/pdf\">(texte complet)<\/a> est un \u00e9l\u00e9ment cl\u00e9 de la strat\u00e9gie <em><a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/fit-for-55\/\">Ajustement \u00e0 l&rsquo;objectif 55<\/a><\/em> de l&rsquo;Union europ\u00e9enne, visant \u00e0 r\u00e9duire les \u00e9missions de l&rsquo;UE de 55 % d&rsquo;ici 2030. Introduit par la Commission europ\u00e9enne, l&rsquo;AFIR \u00e9tablit des objectifs et des exigences obligatoires pour le d\u00e9ploiement de carburants alternatifs en quantit\u00e9 suffisante \u00e0 travers l&rsquo;UE. Par exemple, il fixe des objectifs concernant le nombre de bornes et la puissance des stations de recharge pour VE le long des principales routes de transport de l&rsquo;UE.<\/p>\n\n\n\n<p>Le r\u00e8glement vise \u00e0 garantir la mise en place d&rsquo;une infrastructure ad\u00e9quate pour soutenir l&rsquo;adoption g\u00e9n\u00e9ralis\u00e9e des v\u00e9hicules \u00e9lectriques. L&rsquo;objectif est de r\u00e9duire l&rsquo;anxi\u00e9t\u00e9 li\u00e9e \u00e0 l&rsquo;autonomie et de renforcer la confiance des consommateurs dans le passage \u00e0 la mobilit\u00e9 \u00e9lectrique.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Les clauses principales de l&rsquo;AFIR<\/h2>\n\n\n\n<p>L&rsquo;AFIR comprend plusieurs dispositions importantes dont chaque op\u00e9rateur de points de recharge (CPO), d\u00e9taillant ou autre entreprise fournissant des services de recharge publique pour voitures ou camions devrait \u00eatre conscient.<\/p>\n\n\n\n<p><strong>Installation obligatoire de stations de recharge pour VE<\/strong><br>L&rsquo;AFIR impose l&rsquo;installation de stations de recharge pour v\u00e9hicules \u00e9lectriques \u00e0 des emplacements strat\u00e9giques, notamment dans les points de vente, les installations de stationnement et le long des principaux axes de transport. Ces normes couvrent des aspects tels que la vitesse de recharge, les m\u00e9thodes de paiement et l&rsquo;acc\u00e8s des utilisateurs, assurant ainsi une infrastructure conviviale et compatible avec un large \u00e9ventail de v\u00e9hicules \u00e9lectriques.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les conducteurs de VE doivent pouvoir <a href=\"https:\/\/kempower.com\/fr\/terminal-de-paiement\/\">payer facilement la recharge rapide en courant continu<\/a> en utilisant leurs cartes de paiement ou des dispositifs sans contact, sans n\u00e9cessit\u00e9 d\u2019abonnement. <strong>D&rsquo;ici 2027, tous les chargeurs rapides (50 kW et plus) devront \u00eatre \u00e9quip\u00e9s de lecteurs de cartes de paiement.<\/strong> Les chargeurs existants devront \u00eatre adapt\u00e9s en cons\u00e9quence.<\/li>\n\n\n\n<li>Les op\u00e9rateurs de recharge doivent fournir aux conducteurs, sous format num\u00e9rique, <strong>des informations compl\u00e8tes sur la disponibilit\u00e9, les temps d&rsquo;attente et les tarifs (par kWh, par minute ou par session) des stations de recharge<\/strong>. Les prix doivent \u00eatre transparents et comparables.<\/li>\n\n\n\n<li>Les op\u00e9rateurs de stations de recharge doivent fournir des donn\u00e9es en temps r\u00e9el sur la disponibilit\u00e9, l&rsquo;\u00e9tat et l&rsquo;utilisation des chargeurs via une interface de programmation d&rsquo;application (API) \u00e0 acc\u00e8s ouvert.<\/li>\n\n\n\n<li>Les op\u00e9rateurs doivent soumettre des donn\u00e9es aux Points d&rsquo;Acc\u00e8s Nationaux. Ce sont des interfaces num\u00e9riques mises en place par les \u00c9tats membres pour faciliter l&rsquo;\u00e9change et la r\u00e9utilisation des donn\u00e9es li\u00e9es au transport.<\/li>\n\n\n\n<li>Les stations de recharge doivent offrir une accessibilit\u00e9 am\u00e9lior\u00e9e pour les personnes \u00e0 mobilit\u00e9 r\u00e9duite.<\/li>\n\n\n\n<li>Tous les nouveaux chargeurs ou ceux r\u00e9nov\u00e9s doivent prendre en charge la recharge intelligente, c&rsquo;est-\u00e0-dire que les chargeurs doivent \u00eatre capables d&rsquo;ajuster l&rsquo;\u00e9lectricit\u00e9 fournie au v\u00e9hicule en temps r\u00e9el en fonction des donn\u00e9es re\u00e7ues via des communications \u00e9lectroniques. La plupart de ces \u00e9ch\u00e9ances se situent entre 2025 et 2030.<br><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Autres v\u00e9hicules et navires<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>L&rsquo;AFIR ouvre \u00e9galement la voie aux stations de ravitaillement en hydrog\u00e8ne et acc\u00e9l\u00e8re <a href=\"https:\/\/kempower.com\/fr\/ports\/\">l&rsquo;\u00e9lectrification des ports.<\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les ports maritimes accueillant un grand nombre de navires de passagers ou de conteneurs devront fournir de l&rsquo;\u00e9lectricit\u00e9 \u00e0 quai pour les navires d&rsquo;ici 2030.<\/li>\n\n\n\n<li>Les a\u00e9roports devront \u00eatre en mesure de fournir de l&rsquo;\u00e9lectricit\u00e9 aux avions \u00e0 toutes les portes d&#8217;embarquement d&rsquo;ici 2025 et aux postes \u00e9loign\u00e9s d&rsquo;ici 2030.<\/li>\n\n\n\n<li>Des stations de ravitaillement en hydrog\u00e8ne devront \u00eatre install\u00e9es \u00e0 partir de 2030 dans les n\u0153uds urbains et tous les 200 km le long du r\u00e9seau central RTE-T.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Pourquoi l&rsquo;AFIR est-il important ?<\/h2>\n\n\n\n<p>L&rsquo;AFIR repr\u00e9sente \u00e0 la fois une obligation r\u00e9glementaire et une importante opportunit\u00e9 commerciale, soutenue par des subventions potentielles. L&rsquo;AFIF est sp\u00e9cialement con\u00e7u pour soutenir le d\u00e9veloppement et le d\u00e9ploiement d&rsquo;infrastructures de carburants alternatifs.
