L&rsquo;UE souhaitant acc\u00e9l\u00e9rer la transition, une nouvelle r\u00e9glementation se profile \u00e0 l&rsquo;horizon. <\/p>\n\n\n\n<p>L&rsquo;un des d\u00e9veloppements les plus importants dans le paysage r\u00e9glementaire est le r\u00e8glement sur l&rsquo;infrastructure des carburants de substitution (AFIR). AFIR est un cadre essentiel qui fa\u00e7onnera l&rsquo;avenir de l&rsquo;infrastructure des VE sur tout le continent. Dans cet article de blog, nous nous penchons sur AFIR et ses implications pour les parties prenantes de la recharge des VE.  <br\/><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Qu&rsquo;est-ce qu&rsquo;AFIR ?<\/h2>\n\n\n\n<p>Le <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2023\/07\/25\/alternative-fuels-infrastructure-council-adopts-new-law-for-more-recharging-and-refuelling-stations-across-europe\/\">r\u00e8glement sur l&rsquo;infrastructure des carburants alternatifs<\/a> (AFIR)<a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/PE-25-2023-INIT\/en\/pdf\">(texte complet<\/a>) est un \u00e9l\u00e9ment cl\u00e9 de la strat\u00e9gie \u00a0\u00bb <a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/green-deal\/fit-for-55\/\">Fit for 55&Prime;<\/a> de l&rsquo;Union europ\u00e9enne, qui vise \u00e0 r\u00e9duire les \u00e9missions de l&rsquo;UE de 55 % d&rsquo;ici \u00e0 2030. Introduit par la Commission europ\u00e9enne, le r\u00e8glement AFIR fixe des objectifs et des exigences obligatoires pour le d\u00e9ploiement d&rsquo;un nombre suffisant de carburants alternatifs dans l&rsquo;UE. Par exemple, il fixe des objectifs concernant le nombre de prises et la puissance des stations de recharge pour v\u00e9hicules \u00e9lectriques sur les principaux axes de transport de l&rsquo;UE.    <\/p>\n\n\n\n<p>Le r\u00e8glement vise \u00e0 garantir la mise en place d&rsquo;une infrastructure ad\u00e9quate pour soutenir l&rsquo;adoption g\u00e9n\u00e9ralis\u00e9e des VE. L&rsquo;objectif est de r\u00e9duire l&rsquo;anxi\u00e9t\u00e9 li\u00e9e \u00e0 l&rsquo;autonomie et de renforcer la confiance des consommateurs dans le passage \u00e0 la mobilit\u00e9 \u00e9lectrique. <br\/><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Les clauses cl\u00e9s d&rsquo;AFIR<\/h2>\n\n\n\n<p>AFIR comprend plusieurs dispositions importantes que tout <em>CPO (op\u00e9rateur de points de charge)<\/em>, <em>d\u00e9taillant<\/em> ou autre entreprise qui fournit des services de recharge publique pour les voitures ou les camions doit conna\u00eetre :<\/p>\n\n\n\n<p><strong>Installation obligatoire de bornes de recharge pour<\/strong>VE <strong><br\/> AFIR exige l&rsquo;installation de bornes de recharge pour VE \u00e0 des endroits strat\u00e9giques, notamment dans les points de vente, les parkings et le long des principaux axes de transport. Ces normes couvrent des aspects tels que la vitesse de charge, les m\u00e9thodes de paiement et l&rsquo;acc\u00e8s des utilisateurs, garantissant que l&rsquo;infrastructure est conviviale et compatible avec une large gamme de VE. <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les conducteurs de VE doivent pouvoir <a href=\"https:\/\/kempower.com\/fr\/solutions-de-recharge\/terminaux-de-paiement\/\">payer facilement la recharge rapide en courant continu \u00e0 l&rsquo;<\/a> aide de leur carte de paiement ou d&rsquo;un dispositif sans contact, sans avoir besoin d&rsquo;un abonnement. <strong>D&rsquo;ici 2027, tous les chargeurs rapides (50 kW et plus) devront \u00eatre \u00e9quip\u00e9s de lecteurs de cartes de paiement<\/strong>. Les chargeurs existants doivent \u00eatre modernis\u00e9s en cons\u00e9quence. <\/li>\n\n\n\n<li>  Les op\u00e9rateurs de recharge doivent fournir num\u00e9riquement aux conducteurs des <strong>informations compl\u00e8tes sur la disponibilit\u00e9, les temps d&rsquo;attente et les prix (par kWh, minute ou session) de la recharge. <\/strong>Les prix doivent \u00eatre transparents et comparables.<\/li>\n\n\n\n<li>Les exploitants de stations de recharge doivent fournir des donn\u00e9es en temps r\u00e9el sur la disponibilit\u00e9, l&rsquo;\u00e9tat et l&rsquo;utilisation des chargeurs par le biais d&rsquo;une interface de programmation d&rsquo;applications (API) \u00e0 acc\u00e8s ouvert.<\/li>\n\n\n\n<li>Les op\u00e9rateurs doivent soumettre des donn\u00e9es aux points d&rsquo;acc\u00e8s nationaux. Il s&rsquo;agit d&rsquo;interfaces num\u00e9riques mises en place par les \u00c9tats membres pour faciliter l&rsquo;\u00e9change et la r\u00e9utilisation des donn\u00e9es relatives au transport. <\/li>\n\n\n\n<li>Les stations de recharge doivent offrir une meilleure accessibilit\u00e9 aux personnes \u00e0 mobilit\u00e9 r\u00e9duite.<\/li>\n\n\n\n<li>Tous les chargeurs nouveaux ou r\u00e9nov\u00e9s doivent \u00eatre compatibles avec la recharge intelligente, c&rsquo;est-\u00e0-dire qu&rsquo;ils doivent \u00eatre en mesure d&rsquo;ajuster l&rsquo;\u00e9lectricit\u00e9 fournie au v\u00e9hicule en temps r\u00e9el sur la base des donn\u00e9es re\u00e7ues par communication \u00e9lectronique. La plupart de ces \u00e9ch\u00e9ances se situent entre 2025 et 2030. <br\/><br\/><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Autres v\u00e9hicules et navires<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>AFIR ouvre \u00e9galement la voie aux stations de ravitaillement en hydrog\u00e8ne et acc\u00e9l\u00e8re l&rsquo;<a href=\"https:\/\/kempower.com\/fr\/ports\/\">\u00e9lectrification des ports<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les ports maritimes accueillant un grand nombre de navires de passagers ou de conteneurs doivent fournir de l&rsquo;\u00e9lectricit\u00e9 \u00e0 quai pour les navires d&rsquo;ici \u00e0 2030.<\/li>\n\n\n\n<li>Les a\u00e9roports doivent \u00eatre en mesure de fournir de l&rsquo;\u00e9lectricit\u00e9 aux avions \u00e0 toutes les portes d&#8217;embarquement d&rsquo;ici \u00e0 2025 et aux postes de stationnement \u00e9loign\u00e9s d&rsquo;ici \u00e0 2030.  <\/li>\n\n\n\n<li>Des stations de ravitaillement en hydrog\u00e8ne doivent \u00eatre install\u00e9es \u00e0 partir de 2030 dans les centres urbains et tous les 200 km le long du r\u00e9seau RTE-T principal.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Pourquoi AFIR est-il important ?<\/h2>\n\n\n\n<p>AFIR repr\u00e9sente \u00e0 la fois une obligation r\u00e9glementaire et une opportunit\u00e9 commerciale importante soutenue par des subventions potentielles. Le CEF soutient le d\u00e9veloppement des r\u00e9seaux transeurop\u00e9ens dans les domaines du transport, de l&rsquo;\u00e9nergie et des services num\u00e9riques.  <br\/><br\/>AFIF <a href=\"https:\/\/cinea.ec.europa.eu\/funding-opportunities\/calls-proposals\/cef-transport-alternative-fuels-infrastructure-facility-afif-call-proposal_en\">(Alternative Fuels Infrastructure Facility<\/a>) est un m\u00e9canisme de financement sp\u00e9cifique dans le cadre du CEF. AFIF est sp\u00e9cifiquement con\u00e7u pour soutenir le d\u00e9veloppement et le d\u00e9ploiement d&rsquo;infrastructures pour les carburants alternatifs.
